The building is a reinforced-concrete waffle slab on a regular 35' x 25' grid. The Plaza level is raised off the street by roughly five feet on the south side and a full story on the north to accommodate a covered parking garage below. A curtain wall clads the outside walls facing the street. The plaza level is defined by the open air courtyard accented with sculpture, landscaping, and water features. The circular city hall is located in the center of the plaza, with administrative buildings surrounding the space. A fire station is integrated into the building design.
